The meeting was called to order by Leo Letendre as requested by Tom Boak who could not be present.

Discussion was held over what would constitute an emergency in regard to rule changes.

R-1 - It was moved and seconded that R-1 be deemed an emergency rule change.

Motion Approved

It was moved and seconded to amend R-1 to read:

101.5.1Start - The forward start or the short course yard backstroke start shall be used.

Motion Approved

The committee also approved the addition to Appendix B which describes the differences between USMS and USS rules. Add to the end of the section on Forward Start:

The forward start or the short course yard backstroke start shall be used for freestyle events.

R-3 - It was moved and seconded that R-3 be considered an emergency rule change. Motion Defeated.

R-4, R5A, and R5B were withdrawn by Minnesota.

Championship Committee proposed a rule change (R-2) regarding relays.

This was not deemed an emergency rule change after determining that this would not be an issue at either of the upcoming National Championships held before next September.

The document "Instructions for Submission of Proposed Amendments" was discussed.

It was moved and seconded that this document be accepted and made available to the LMSCs through the LMSC handbook and in the mailing to the LMSCs which anually informs them of the submission deadline.

Motion Approved.

Proposed USS rule changes were discussed. One of the changes proposed by USS would reword the policies on smoking. It was noted that the USS and the USMS wording are different and that USMS had not adopted alternative wording. It was moved and seconded that the committee submit the USS wording as housekeeping.

Motion Carried.

Meeting was adjourned at 3:55 PM.
