Cindy Baxter started swimming in Masters meets when she turned 40 in 1972. Inspired by her experience at the 1972 Nationals hosted by San Mateo Marlins, she co-founded the Freemont Hills Swim Team in 1973 along with Carol Macpherson, which eventually became Rinconada Masters. Cindy became a club coach as well as a successful swimmer, earning national championships and All-American recognition numerous times. 

In the 1970’s Cindy attended AAU Masters conventions and was appointed by June Krauser to serve on an Ad Hoc Committee to better develop rules for becoming All-American. In 1979 she was awarded the Pacific Association Swimmer of the Year Award for helping promote Masters but her most exciting moment in Masters Swimming was receiving the 1981 Capt. Ransom J. Arthur M.D. Award. Cindy said, “Everyone likes a good or fast athlete regardless of age, but the feeling I had when others recognized me for helping promote the sport of Masters Swimming meant more to me than words can possibly say.”
